# Section I

## Core Enforcement

**Applies To:** All Realm Enforcers (All Ranks)\
**Effective Date:** Immediate

### 1. Purpose

This Standard Operating Procedure establishes the official guidelines for issuing charges, applying fines, and determining incarceration periods through the authorized MDT Charges system.

The purpose of this document is to ensure:

• Fair and consistent enforcement across the realm\
• Standardized sentencing practices\
• Proper documentation and accountability\
• Immersive and lawful roleplay operations

All Realm Enforcers are required to operate within these established parameters.

### 2. Authority & Limitations

Realm Enforcers are granted authority to enforce criminal statutes within the boundaries outlined below.

Enforcers:

• May only apply charges listed within the official MDT system\
• Must remain within the approved minimum and maximum jail times and fines\
• May not create, rename, exaggerate, or improperly stack charges\
• Must remain respectful and professional at all times\
• Must document any deviation approved by DOJ or Command

All citizens retain the right to council or to request review from a higher authority.

Any deviation from established sentencing guidelines requires explicit approval from DOJ or Command and must be documented within the MDT report.

### 3. Evidence Requirements

Charges may not be applied without sufficient justification.

At least one of the following must be present:

• Direct officer observation\
• Victim or witness testimony\
• Physical evidence\
• Magical evidence\
• A properly linked and completed MDT incident report

Failure to properly establish evidence may result in dismissal of charges or internal review.

### 4. Enforcement Clause – Restricted Weapon Visibility

Enforcer weapons observed within external stores such as the Black Market may be deemed illegal if equipped by Wysteria citizens.

If identified:

• Weapons may be confiscated immediately\
• Appropriate charges may be applied\
• Prosecution will proceed in accordance with sentencing guidelines

This clause exists to preserve lawful armament regulation across the realm.
